[Server 22463] Connected UPS doesn't show as plugged in making scheduled tasks not run, screens turn

On a server with a UPS connected via USB, beginning with Server build 22463, the battery no longer shows up as "plugged in" even though it is, making Windows believe incorrectly that the server is running exclusively off battery power.
This results in scheduled tasks not running that have 'Start the task only if the computer is on AC power' option enabled (the default), screens not turning off on the "plugged in" time schedule, indexing slowness, and other problems I haven't noticed yet.
The connected UPS is an APC Back-UPS ES BE750BB.

Mary Hoffman Yes, the problem is still the same as described above. One thing I didn't mention before is that when you hover over the battery icon, the tooltip is an empty square. I assume because it doesn't know what to do in that state.
