RSAT won’t connect to server

I have installed the RSAT tool for Windows 10 but when I run Server Manager it said it cannot connect to server through Active Directory either the local computer is not domain-joined or it cannot access the domain controller.  I checked the the windows 10 computer and it is on the same domain and even on the same IP address 

10.10.175.X The version of RSAT was 1803 64bit.
