Possibility in hybrid Windows Server 2019 and Azure

I still not sure what is Azure hybrid possibility. I want to have a hybrid beween premises server an a cloud server either form a datacenter or Azure. 

Not clear if a mirrow image is possible so that people may connect to either the  premises server or the  cloud environment using web RDS connects   premises server or to the Azure server using a fast ethernet connection. Please, feedback
