I could get a solution over other groups soon.
My problem was not a fault of NTFS or Shared Permissions.
Moving files within the same volume retains the original permissions, unlike copying. With a registry entry, you can change this behavior so that when files are moved, the permissions of the target structure are also applied.

But only for older Windows Server then 2012. Newer Server you can not change the behavior for move or copy
