No ReFS option in 29641

This is a known issue and will be fixed in an upcoming Insider preview build. I will share the build number as soon as it's confirmed. In the meantime as a workaround, you may also use setup unattend to configure ReFS boot on your systems: ReFS Boot Volume Setup for Windows Server (preview) | Microsoft Learn
I wondered the same several builds ago. I don't know if something has indeed changed, but the installer is so good at hiding "at which point can I select the filesystem?", and I failed once because I deleted the Recovery partition (WinRE), thinking I don't need specific recovery features – realising only after a couple of installations that yeah I had to let Windows create that 2 GB partition and I had to leave it alone for ReFS to be an option. Now to try to remember at which point that partition got created... only after clearing the whole medium? I wish there just a separate "Create recovery partition (mandatory for ReFS)" button.
