The PH team has said that PH is not strictly a part of Windows Server Insider builds so why is the insider build pushed so exclusively? Why didn't you provide a link for downloading PH itself? What am I missing here?
You are correct that Project Honolulu is not strictly a part of Windows Server, but it is a tool that is used to manage Windows Server, therefore the Honolulu team chose to offer it on the Windows Server Insider program.
Each new build of Project Honolulu is released in two stages. First, an early build is released to Windows Insiders in order to gather feedback. This gives the team an opportunity to address any new issues prior to making a new preview build available to a broader audience on the Microsoft Evaluation Center.
