Windows Storage Server 2008 R2 --> Replacement?
Am replacing a customers old Windows Storage Server 2008 R2 but I don't see any equivalent 2019 version, hardware OEM or otherwise. Any suggestions on what I can replace it with?

You could use Windows Server 2019 Standard.

Hello! I'm sorry to hear you're having trouble setting up S2D on Windows Server 2019 2004.
The first thing you should do is ensure that you have installed all the necessary updates on both nodes. Specifically, make sure that you have installed the latest Cumulative Update for Windows Server 2019, as well as any other updates related to Storage Spaces Direct.
You may also want to check that you have enabled the required Windows features for Storage Spaces Direct. These features include Data-Center Bridging (DCB), Hyper-V, Failover Clustering, and the File Server role.

If you have done all of this and are still experiencing issues, you may want to check the event logs on both nodes to see if there are any error messages that could point to the root cause of the problem.
