unable to install update kb5028623
What's the current build number? winver If you found >= 14393.5996 then not applicable would be expected behavior. The other possibility is the prerequisite SSU has not yet been installed.

hello Dave Patrick i would like to thank you first when i excute winver the build is 14393.6252 and after i installed the update prerequiste i got the same error
KB5028623 is the June 23, 2023 (OS Build 14393.5996) Out-of-band. KB5030213 is the September 12, 2023 (OS Build 14393.6252) cumulative update that includes the KB5028623 updates so it isn't possible to install the older update, it also is not needed because all of the previous monthly roll-ups and OOB are included.
