Server 2019 DataCenter.

I have an issue with one of our Windows Server 2019 servers. Every time that I try to do windows updates, I get the Error encountered - retry screen. I have tried the following to resolve the issue to no avail.

1. reset windows updates components
2. delete temp files in windows
3. ran chkdsk
4. ran system file checker
5. scan image for component store corruption
6. performed dism repairs
7. repair/reset winsock

I even ran windows update troubleshooter and I get the following showing it resolved the issue but then when I look at details, it shows problem with BITS service. Can anyone point me in the right direction to solve this issue? I have been manually updating the server thru windows catalog, but that is very time consuming when I have a fleet of 83 virtual servers.

Then the prerequisite SSU has already been installed.  Nothing further is needed the instance is fully updated.
