KB5041578 causing Windows Server 2019 to be unresponsive
As you say, booting into Safe Mode and removing the update does exactly the same thing ultimately... And you don't need to install anything first.

Hi everyone,
I'm looking for an update regarding the KB5041578 patch for Windows 10 and Windows Server 2019. The previous update caused significant issues, including system unresponsiveness and high CPU usage. Has Microsoft released a new patch to address these problems, or is there a recommended workaround?
Any information or guidance would be greatly appreciated!

However I did some testing with excluding the %systemroot%\system32\catroot2 in our AV, and installed the updates without issues. I also patched other 2019 servers, without this exclusion, no issues either. For me booting in safe mode and uninstalling did the trick... no further information available... - vax4444Sep 04, 2024Copper Contributor

I'm running HyperV on bare metal on Server 2019 and have tried all the fixes, including the KIR, with no effect at all.

Hi n1cks0n, to my knowledge no real update yet. Today I found this https://www.bleepingcomputer.com/news/microsoft/microsoft-august-updates-cause-windows-server-boot-issues-freezes/ I have an open support ticket as well. Untill now no news from Ms support.
