DNS Timeout

I stood up 2 new DCs both with forwarders to 8.8.8.8 & 8.8.4.4 both DNS times out when getting an external address from either server.  When querying the DNS for an internal address it responds.

On the network interface of each DC I have the other DC as it's primary DNS and then its own IP as secondary followed by 127.0.0.1.

What am I missing?
