Looks like initial sync has not yet taken place. You could try demote, reboot, promo it again but I suspect there may be other domain health problems causing issues.

- but what about DNS issue. i have already fix but show the error code on server ?
The new domain controller will not be operational until the initial sync has taken place.
- but is live server and file server it is running on HPE Server ?
