I will dig deeper into this further; given the circumstances, the biggest challenge for me is to establish packet capture, but I will try to craft a good approach to obtain the needed information carefully.
It seems to be my oversight on this issue.
The DHCP ACKs sent by the failover partner while it's in Standby mode are in relation to the DHCP Inform message.
