DCs not replicating across VPN

I have also cleared the caches on all DNS servers
curious, are 2 two new Domain Controllers in your "Datacenter" reference hosted on any cloud providers?
I've noticed such issues if VMs run out of IOPS (in cloud)
or
missing DNS records in _msdcs.<domain.name> on the impacted DCs
or
i would ask to check ephemeral ports if they are open they should be and not blocked elsewhere.
your any_any_any windows firewall rule (inbound/outbound): is it also set to Any Protocol? on all DCs?
