Certificate Templates folder is missing

Hi.

I reinstall Windows Certificate Server role on windows 2008 R2. It is member of my internal domain and has reachability to ADDC/DNS. I tested DNS name resolution with "nslookup" and it worked as expected. I have these roles installed on the server:

But there is no "Certificate Template" node in the Certificate Authority management console:

I'm using Domain Admin account to login on the certificate server.  These are the permissions:

Why there is no "Certificate Templates" node on the Certificate Authority management console? I need to create templates. what is the possible issue?
