2016 Hyper-V install error: "media driver your computer needs is missing"

About the disk controller driver; you can contact HP or possibly download from HP website.
About the eval download; there are many ISP caching devices in use on internet. If you suspect a corrupt download then better to try downloading from another location (coffee shop, etc.) to avoid getting the same ISP cached copy.
