Windows PC user session and password entry

I installed Windows 11 on laptop and by default I am under an administrator account. I set a session password for the administrator.
Then I decided to create another 'standard' Windows account for a family member. I also set a user password for this other account.
 
But the problem is this: when I log in as administrator I can enter my password using the Azerty keyboard, but when I log in with the other user account (non-admin), the password is entered using the keyboard Qwerty.
I went to the keyboard settings and the keyboard is well defined in France (so azerty). But "Windows display language: English (United States)". The entire Windows interface is in English.
 
Do I change the interface language to French to be able to enter the Azertty keyboard password? And how to do it please?
 
Indeed when I installed Windows 11 from my bootable USB key I had no other choice than English (United States) for the display language...

    Remove other keyboard layouts to prevent switching to Qwerty:

    1. In Settings > Time & Language > Language & Region, select French.

    2. Under Keyboard options, remove any other layouts like English (United States) or US QWERTY.

    2. Keep only French (France).

    This issue occurs because the keyboard layout for the login screen can be different from the language settings you've configured in Windows. Even if your system language is set to French, the login screen might default to a different keyboard layout for each user, especially if user-specific language preferences are different.

    The first image is Windows 7 and the second is windows 11. They are two different os with different features.
