Windows insider update 16291.0 (rs3_release) not installing upon PC restart

I have downloaded and installed the above update on windows update, and it now says to restart to finish installing updates, i have done but it doesnt install updates where it usually says 'working on updates this may take a while' it just restarts as if an update isnt there. I have tried to reset windows update, and ran the troubleshooter and even deleted the software distrubution folder so that it makes it fresh for when i re download the update but its not working, can anyone help?
