Windows doesn't automatically connect to WiFi

I am using the beta version of Win11 (Build 22598.ni.release.220408-1503).  This version does not automatically connect to wifi when restarted.  In Settings, Wi-Fi is set to ON and my wifi network is set to Connect Automatically when in range.  Network Profile Type is Private Network.  I can connect manually without problems.  I have reset my network (several times while trying to fix a VPN issue; I finally removed the VPN from my system).  I was told I should report the issue here.

    Did you observe this behavior in the previous builds?
    Open start and search for feedback and open the Feedback Hub app and report this issue.
