windows clipboard does not work!!!

Everytime I update windows, I found that clipboard can not copy anything, especially screen clips,

And bluetooth can not connect earphone promptly!

Update-consuming time too long, i set the time point for upgrade, but it does not work,when i start to work , the system gives me a notification that windows need to restart, and the point is it takes tooooooooooooooooooooo long (0.5-1h)
