Try updating the network adapter driver to latest version, see if it helps.
If problem still persists, try Network Reset once:

I've done all the basic troubleshooting problems. My issue is those apps shouldn't take up 99% of my bandwidth, I've also tested it on my other computer which is also running windows 11 and it performs just fine so I'm a bit stuck with this problem.
