    I was experiencing what I think was the same issue, and although I couldn't find anything online about it, other than this post, I eventually found a solution.
    Go to Settings > System > Display > Multiple Displays > Ease cursor movement between displays.

OMG yes, fix this ridiculous "feature"
I've been using Windows 11 for 5 minutes and it's a super annoying bug.
