The right place to report is the Feedback Center for Windows, in what build is this issue?
If this is a trial version then the language pack just might not be developed - that's a normal thing

is much needed - to understand that this is not fully completed release!

If you continue to have any problems, we are waiting - maybe someone from the MTC Members , or Microsoft employees - will help in obtaining a solution!
