Windows 11 Insider Preview 23481.1000 - Explorer.exe loop restarting
Hello I updated to Windows 11 Insider Preview 23481.1000 (dev) and my explorer.exe was restarting in loop. Even settings app was unable to open. I rollback to 23475. Maybe the problem...

But instead using code:
vivetool /disable /id:26008830
i used the inverse:
vivetool /enable /id:26008830
In my case i didn't deleted the vivetool folder in my C: when used before, so I don't downloaded again.
You can use cmd via ctrl+alt+del > task manager > new task.
Try it and restart the computer. Maybe we cannot use it yet since this windows build modifies explorer.exe
I have the same problem as you, and I have tried to disable TranslucentTB, but to no avail; and I noticed that Windows Search and Windows Input Experience have a high cpu usage in Task Manager.
