Try these all the standard fixes (freeing up space, troubleshooting updates, using the ISO, disabling antivirus, resetting Windows Update components), and it's still failing at 35%, here's what we can try next:
1)
Do a Clean Installation of the Insider Build (Recommended)
At this point, the most stable way forward is to do a clean install of the latest Insider Preview.
This wipes your current system, so back up important files first.
2)
Use Media Creation Tool + Offline Upgrade (Hybrid Method)
-> Use UUP Dump to create a custom ISO for build 26200.5516
This often succeeds where the regular update or insider ISO fails.
