Try Downloading the ISO from Microsoft Flight Hub and Installing it that way.

Alabamatom1963 tried the ISO and same except it gave me more info "0xC1900101 - 0x20017
Installation failed in the SAFE_OS phase with an error during BOOT operation" and looking up 0x20017 says its a driver issue. I've checked all the drivers and can't see any issue. I'll try removing AMD adrenaline edition as that was the last driver update I'd received.- Let us know if that is the problem. Might help others if it solves your problem.
