Here is a Link that does a Great Job explaining what is causing your problem as well as a possible solution. I also know that with the Recent Update in the DEV and Canary Version 26085 they said they fixed the issue causing this error. If you are on one of these Flights I would Update to the newest release and see if this fixes the problem. If you are having issues getting the Update simply go to Microsoft Flight Hub and Download the ISO and do an Upgrade in Place. Hoping this helps.

I did download 26080. But starting setup.exe is not doing anything. I get a prompt to confirm and that's it.

Here is how it looks like on my system:
Every time I update it fails, undoes changes, and restores current version.
Update Troubleshooter also fails:
