Windows 11 Insider Download Stuck

Whenever I try to download the dev channel build of Windows 11 the download always gets stuck, sometimes it's at 0%, others it's at 98%. This issue has persisted through 3 clean installs of various versions of Windows 11, any advice would be appreciated.

    Hi, uninstall third-party antivirus, disable VPN. Sign in to Edge with your Microsoft account and turn on sync.

    Of course you have Windows10 Pro?

      Don't have any AntiVirus, VPN is not installed, I've signed in to Edge and sync is on. And I have Windows activated with a Pro key.
