You should disable Windows Update delivery optimization.
- Press Win + I to open Settings.
- Go to Windows Update.
- Click on Advanced options.
- Scroll down and click on Delivery Optimization.
- Click on Advanced options.
- Uncheck the boxes for: Allow downloads from other PCs (both on the internet and on your local network).
- While you're here, also scroll down and review the Monthly upload limit. You can set it to an absolute minimum (e.g., 5 GB) or select Absolute value and set it to 1 GB to be extra safe.a
