windows 11 heat problem with ryzen

hi i have ryzen 5900x and i'm facing heat with my processor because the frequency always high to 4.4 ghz and the cpu usage is 2% and i don't know how to solve this issue and avoid the heat hope to help me to solve this issue ASAP.
