Windows 11 Dark Mode Incomplete, Old UI Still White
Full system dark mode is enabled, but old windows like File Properties, Control Panel, and progress popups stay bright white. Android/iOS have had full dark mode for years—why can’t Microsoft fix this?

To answer your question directly: The old windows that stay white are "legacy" components (Win32). Microsoft is actively modernizing them , but the work is slow because rewriting these deep-seated system tools risks breaking decades' worth of older software and enterprise workflows.
Use a third-party tool to force the Win32 application interface to switch to a dark theme.
