Windows 11 ARM dev build netframework 3.5 install error

How to fix this problem? I need this framework

    Installation of clean windows 11 version from pararells let me install net framework 3.5

Try restart your PC and try again.
You may try download and run the following tool to repair .NET:
https://www.microsoft.com/en-gb/download/details.aspx?id=30135
And try again

    Restarted, tryed again install - error. Downloaded tool to repair - same error, restarted - error. OptionalFeatures.exe install returns error too =\
