Windows 11 24H2 update stuck at 61%
- Mar 12, 2024I feel like this is a problem with the system requirements. I am running Windows 11 on an unsupported processor and with 24H2, Microsoft is throwing up blocks so that you won't be able to move any further forward.
Fixed! Windows 11 installation stuck at 31%, 61%, or 99%
I’m sharing this for anyone searching for a solution to a stubborn Windows 11 installation. I was stuck for a week; the process would hang at 61% via Windows Update, 31% via ISO, and 99% via the Installation Assistant. In every case, it would sit there for over 15 hours without moving.
After a deep dive, I discovered the culprit: the Norton Anti-Theft Service. The service was set to "Automatic" but couldn't be removed by the standard Norton Uninstaller or even via the command line (sc delete "service"). Every attempt to stop the process resulted in an "Access Denied" error.
Finally, after working closely with Norton Support, we managed to manually remove the service by deleting specific registry keys and system files. It wasn't a standard fix; it was a collaborative effort to figure out how to completely purge the service. Once it was gone, the Windows 11 installation finished perfectly.
