Windows 11 - how to disable the windows fade on mouse hover over the window "X" close button

As my title describes, I am trying to figure out how to toggle off the Windows 11 "feature" of fading a window when you hover over its "X" close button on the top right

    Unfortunately, Windows 11 doesn’t offer a built-in setting to disable the fade effect when hovering over the “X” button. It’s part of the system’s Fluent UI. You could try turning off animations via:
    Settings > Accessibility > Visual effects > Animation effects, but this disables all animations, not just the “X” hover fade.
