There is one now. For win 11.
It's called MultiDesk and allows multiple workspaces with dedicated icons.

I have created the app for myself and then I put in on the Store. If you like it I give you a free Pro version. So you can tell me if there are improvements to be done ( like multi monitor for instance). Simple and light
