Windows 10 Touch Keyboard (Taskbar, not osk) does not open on new 1803

It was functioning briefly before some language packs were installed and now no matter what i do I cant make it open anymore. Even rolling back to US for locality, language and keyboard.

Is there a trick to reinstalling it or, resetting? I use it a lot as this is my media pc and enjoy only using the mouse.
