Windows 10 insider preview issues.

Hey there.

Actually, I am a student from Bangladesh. It says in the Program details that, I already need to have a windows version installed to be able to Install the Insider Preview version. But as I mentioned, I am still a student, and I do not have sufficient money to be able to buy a full version of windows. There are a lots of pirated versions in the market but I just want to keep things clean. Currently I am using an open source operating system. But you know, windows is windows. SO I want to come back to windows. But as I do not have enough ability to buy a full version of windows, I want to go with the Insider Preview. Is it possible for me to be a part of insider program even though I do not have any version installed in my device?
