Windows 10 Insider Preview 10.0.18362.30 not installing, error 0xc1900209

This is a known issue. It's likely not your system. Microsoft have dropped the ball on the install process lately and all we can do is wait until they come up with a fix. You can upvote this in the Feedback Hub to try and get it more attention.
