Windows 10 Insider Preview 10.0.17713.1002
I've been messing with this for 2 days (uninstalled updates, jumped forward to 17682.1000, nothing worked) and finally got past the issue. Control Panel-->Network and Internet-->Network Connections... then right click on your domain/ethernet connection to access properties. As soon as I checked Internet Protocol Version 6/IPV6 and clicked okay, boom, everything is back up and running. Edge, Microsoft Store, etc... hope this is helpful to someone.

Fixed it. went into powershell admin and ran:
netsh winsock catalog.
then:
netsh int ipv6 reset rest.log..
This fixed my ipv6 problem then I let the update run and now all fine.

This setting does not change anything in my system. After 43% of update sequence, the system still undoes the installation.

- Darryl CastilloAug 03, 2018Copper ContributorI also had to edit the Registry Key, HKLM\SYSTEM\CurrentControlSet\Services\Tcpip6\Parameters\DisabledComponents
and change it to 0, because it was set to 0xFFFFFFFF, to disable IPV6.
