Window Spotlight and fail to add a Gmail account

My windows spotlight stops working, and I cannot add a Gmail account to my Mail app. it keeps saying that "we couldn't find your setting" and sending me an error code: 0x80070490

I had this issue in Windows 10, I tried to reset my operational system and update to windows 11 but it doesn't seem to work. I have tried everything and reset my laptop various time 😞 hope someone can help me! Thank you
