Will this setting harm the CPU?

So I want my PC to boot normally but for some reason it takes time to boot compared to most times and I don't know why it does that.

So I looked up on how to boot windows 11 fast and one of the things I look is this setting under system configuration which tells me to use processors but only the 4 if I have more than 1 and 2 in that option under boot<Advance options.
