Why can't I click the first option in Windows 11?
In various Windows 11 settings windows, dialog boxes, or application interfaces, the first clickable option frequently fails to respond to clicks, requiring multiple taps or clicking elsewhere first before taking effect. This issue occurs across different applications, and it is suspected to be a bug in the system UI framework or focus management. A solution is sought.

You need to use same language installation media - as of your current installation to upgrade/install. If there happens the language mis-match, that option is greyed out.
