When the Windows10 User Account Control prompt appears, a file flashes on the desktop.
When the UAC prompt appears, files or folders briefly flash on the desktop (disappearing after clicking the prompt). If no action is taken, the files persistently display on the desktop background. Seeking a permanent solution.

Most likely, updating graphics drivers and resetting explorer will fix the flashing issue. If not, a clean boot or creating a new user profile can help isolate the problem.
