It depends on what you need to do.
If you’re only viewing PDFs or adding simple annotations, Preview is perfectly fine since it’s built into macOS.
For more advanced editing like modifying existing text, reorganizing pages, filling and signing forms, or adding comments, you’ll probably want a dedicated PDF editor. Adobe Acrobat is the most feature-complete option, but there are also alternatives like PDFgear and PDF Expertthat cover most editing tasks.
Since you’re working with sensitive documents, I’d also recommend choosing an offline desktop application instead of an online editor so your files stay on your Mac.
