Last week we can pause updates as well. Really puzzling why this hasn't been fixed yet on the Dev channel yet.

RSalisbury Hi
https://docs.microsoft.com/en-us/windows-insider/ISOs#clean-installation-with-a-windows-10-iso
A clean installation of Windows10, or windows11 is currently the only solution.
But remember that everything will be deleted (make copies)
Good luck
- StephenFeltmateJan 31, 2022Brass ContributorI believe you would have to install using the source from the media creation tool for Windows 11: https://www.microsoft.com/en-ca/software-download/windows11. I think if you opt-in to Windows Insider after installing with the normal version of Windows 11, you can opt-out the normal way. In my case (and this may be the same for you as well), if you downloaded the pre-release version and then updated then you will have to reinstall.
There may be a fix coming this week as well so might be worth while to wait until the end of the week to see if this gets fixed. I'm thinking this is simply not a priority and if that is the case, I will have to drop out as well.- DeletedJan 31, 2022
Of course, you can downgrade the channel to Beta, but also only by downloading the ISO (beta) and performing a clean installation of Windows Beta.
If Dev. it won't work for you.
