UWP app is killed when suspended after Windows 10 Insider Preview Build 17046

My uwp app calls request RequestActive() and after Windows 10 Insider Preview Build 17046, system seemed kill my app when I minimized it. Before this build, no such issue happened.

So here is my question, if this is a behavior change in Windows 10 system that in the following updates, when it an app which calls RequestActive() is suspended, system will always kill it or just a little issue happens in this insider preview build.
