Updating Windows system keeps getting stuck at 46%

I've tried twice, and both times it got stuck at 46%. The first time, I thought it was updating some large file and would take a long time, but half an hour later it was still at 46%. What's going on? I downloaded the Win11 installation package from the official website.

    Pause the third-party security software, clear the update cache, and repair the component store using the command: DISM /Online /Cleanup-Image /RestoreHealth.
