Unknown browser installed on my computer

Its name is onebrower. I never installed this browser on my PC. Is this safe or risky?

    Try unplugging the power three times to force trigger WinRE to force into WinRE: long press the power button to interrupt 3 times while booting the LOGO
    Then execute in WinRE:

    cmd
    diskpart → sel vol C → offline vol → online vol  
    Exporting files to an external hard disk with Hiren's BootCD ”
