Unable to update to latest Dev build

Currently on Dev build 23606 for Win 11 Pro. Was a managed PC through work. Now it is not managed through work. I signed up for the Insider program through work. Stopped getting updates about the same time it became unmanaged. Figured it wasn't updating due to it being linked to my work address (which I no longer have access to).
Was able to change the registered account to my personal one and still won't update.

Did a PC reset but kept personal files and data. Still won't update. It gets other updates, just not the Insider preview. Another PC that is connected to my personal account is on Dev build and getting updates.

Should I just wipe the PC and start from factory default? Thanks in advance.
