Uinstalling programs should be handled from within the Settings app, not control panel

Right-clicking on non-store programs (such as those installing from websites, basically Win32 programs) in start menu should launch that program's uninstaller instead of opening control panel.

right now what is happening is that the control panel is opened then nothing else. user must go and find the program from the list, click on uninstall and continue from there.

this all should be handled with the Settings app and right-clicking on any program on start menu and choosing "uninstall" should launch that program's uninstaller right away. whether that program is a Win32 app or UWP app.
